The analysis by Fred Tanner examines crisis management initiatives of the OSCE and other actors in the run-up to Russia’s full-scale invasion of Ukraine in February 2022. It highlights that despite this sustained engagement, the OSCE’s facilitation and mediation efforts proved insufficient. Missed opportunities and inherent shortcomings of these diplomatic initiatives occurred. This paper also aims to shed light on key takeaways for improving future international conflict resolution efforts.
